It is some kind of fiber material. It is OK, it provides some protection from the harness rubbing in his skin, but prefer to get some padding so it helps more.
I really need to get my husband to make us a couple of those sleds, because no one makes pull carts here and the people who do make pull cart will not ship. 
I just might have to take a trip to Home Depot this weekend.
