I am not quite sure I understand the question, but if I am reading it right, I would not breed a pet quality dog period. All my dogs go through a strict screening process, such as, temperament #1, health, skin, coat, eyes, structure, movement, confirmation, portioned correctly and looks. If I feel they have all the above, at the age of 18 months old, I will take another step by getting them hip x-rayed and scored by my vet to see if they will make it into my breeding program or not. In my opinion, I do not breed pet quality dogs, but if I feel I do produce a pet quality dog or pup, I will place it as a pet only on a spay/neuter contract.
