One error: "California has adopted such a system". WRONG!
Nancy Pelosi threaten our governor with a $1 Million warchest if he didn't remove Congressional Districts from Prop 11. It passed, but only allowed State districts to be redrawn! Didn't anyone see the strike throughs in the Election Pamplet???
And this "Ribbon of Shame" will remain as California's 23rd Congressional District unless it disappears all together at high tide.
