atlantisGB was probably thinking of Captain Plugge's pre-war broadcasts and confusing them with the loudspeaker broadcasts from the mv Ceto in the 1920s.
Paul R correctly pointed out that the World Radio Guide in the 1960s erroneously listed R Luxembourg in the same way that it listed the offshore stations as "at sea off the UK".
