I listen in the car, and on a portable radio at home to 648.
Modulation is consistent. It's pretty much impossible for it not to be. There is gentle AGC at Strood to keep the audio link in the sweet spot, and then Wide Band AGC followed by 4 band AGC, then 4 band compression, and finally an overall limiter in the processor at the TX.
So, what happens level-wise at source is almost irrelevant!
All processor makes and models have AGC (Automatic gain Control) on their front ends which rides the gain slowly by a huge amount, so it then feeds the compressor/limiter sections consistently.
