Doubt it makes any difference to the costs of the radio.
Option of 1kHz steps useful for other reasons on MW/LW, if a station has adjacent interference (from either another station 9k away or a SMPSU etc), putting a station maybe 2 kHZ off-tune can overall help reception.
Also of course for transatlantic DX (or if you bring a portable radio to America, with their 10k AM steps)
Most radios with LW tune in either 1kHz or 3kHz steps on LW, to take account of 177 (now gone) and 183, but yes I know there have been a few that are 9kHz steps only on LW (maybe not sold in France?).
But really IMHO there is more of a need for RTE's 252 to move to 261 especially with the reduced power nowadays, Algeria affects it badly at night in significant areas of Ireland, not to mind anywhere else.
