It's the 700 MHZ band that is the most significant really as that will give by far the best coverage. That's the frequencies currently being cleared of terrestrial TV broadcasts (Freeview). Being the lowest frequencies used by far for mobile, the cells will each cover the greatest areas. The 3.6 to 3.8 GHZ band by contrast will give very local coverage to each cell tower so is likely to be used a coverage fillers where there are gaps. It will be interesting to see how they engineer it - maybe the 700 MHZ cells transmitting with more power than the current 2,3 and 4G networks to make the most of the lower frequencies and maximising coverage from the start.
