If you then lift the transmitter & MP3, the small range naturally increases. But there is nothing within the laws applied to these legal transmitters that says we cannot attach them to kites etc or use resonant lengths of audio feed between TX & MP3. Or not that I have seen.
I am not suggesting I got many many miles of coverage, but just that I legally manipulated what is possible. And yes that may upset Ofcom. But I have seen nothing in the rules which even suggests that I did anything wrong.
A field reasonably local to me is authorised for high level kite flying, that is over 200 feet. As a Kite Club uses it for that purpose. I have several large lifting kites & have been wondering if it is worth seeing what happens when I can get to a decent height without having to worry about endangering anyones safety.
The other option if not using a very low powered band two TX, is to put a legal 446 radio up, like the high altitude Balloon lot do. Some of those have a very decent range when used from high points. In fact why not use a Weather balloon & a 446 radio to release a station into the wild? True free Radio. There are plenty of enthusiasts who monitor these balloons.
