Yes, I'm also in agreement with Dioptric. Ofcom make all these stringent rules which everyone is supposed to comply with then they bend to requests just like this. Often when its been a large group eg GWR/GCAP/Global they plead that they can't afford to run the licences in todays market, yet with their large resources they already have cut the individual stations operating costs to the bone and request to network/voice track/cut local content even further and Ofcom cave in. One wonders if backhanders were involved. Or Jazz FM was set up to be a Jazz station, now its nothing like it - Smooth. Kiss is nothing like the original legal Kiss. XFM... I could go on...
Either its an open market, like retail - pick your own format compete and survive or go bust, or if it has to be regulated - stick to it.
