No it doesn’t. As you were told last time you raised this point there are different criteria affecting how holders of Commercial Radio Licences and Community Radio Licences are controlled by OFCOM. Spectrum hold an AM commercial radio licence for Greater London not a community licence.
I wonder if you have read the OFCOM document containing Spectrum’s request to change format? OFCOM can agree to change Spectum’s format if that there is evidence that, "amongst persons living in that area or locality, there is a significant demand for, or significant support for, the change that would result from the departure" I suspect this criteria may well be true.
The idea of providing programmes on AM targeted at different ethnic minorities in London was a good concept in 1990, but now nearly 30 years later it is clearly well past its sell-by date. 30 years ago I used to rent VHS videos from my local Blockbuster and look what happened to them.
(Incidently I note there are still 9 Blockbuster Stores operating in Alaska!)
