They'll need, (as mentioned), the antenna built and footings, single or 3 phase supply, ground radials, fixed landline installed, secure housing for all the equipment, perimeter fencing, just for starters at the transmitter end.
It could take weeks/months just for a supply to be installed (an installation date needs to be booked with the relevant company), but wont happen until a secure structure is built, same with the landline. Then there's a testing period once everything else is complete, so personally I cant see them making any (historic) start date, but just my way of thinking.
The other factor is costs, to get all this done in one go will take more than a couple of shekels and getting 3d back on pop bottles.
I occasionally get murmurs from different sources to what's going on with various stations, but from RC it's very quiet.
