I don't think that OFCOM would allow the use of 14 kHz bandwidth.
As Garry says the power on 1584 must have been turned up, because I get Desi Radio on 1602 with a good signal.
Punjab Radio on 1584 used to have very low modulation and a much weaker signal than Desi on 1602, but the signals are about the same now at my location so this indicates that 1584 is a much stronger signal than they used to be, they have also vastly improved the modulation level and audio quality recently.
