They had to (eventually) introduce a MOA of their own to ratify the European agreement to ban offshore broadcasting by member states. Pirates on land come under a different law and as Spain is a very corrupt, third world country anyway they don't enforce it too much. you could probably get away with fitting out a radio ship in santander again if you greased the right palms.
