It is very difficult to rationalise people's motivations where they are buying a dream but pretending to themselves that they are making a lucrative investment.
A classic one is why couples buy a "little bar" in Spain or the Canaries. Most of these fail but people have a dream of earning a good living from sipping alcohol in the sun.
If someone has the money and dogmatically wants to buy a radio station, then why not? It may be somewhat secondary in their considerations whether they can build an audience.
Just sometimes a dream does pay off. I knew an man who spent most of his life delivering potatoes to chip and chip shops and severely damaged his back in so doing. His dream was to make a fortune and buy a crisp factory. He achieved both objectives and was very successful.
Pirate radio history seems comprise a catalogue of people who have made ill-advised and irrational business decisions. But don't complain too much about it.
