In many case there is no site to put them on.
Or the owner wants to use another location, but is permission for a move not given.
Some channels are in a bankrupt company such as 828
One is waiting for a new user and/or solution for better coverage in the UK.
With low power yopu can transmit on any chanel you like, it is as legel to use one of the unused frequencies or any other one. I know better channels to use then some official issued.
