Could be that people use the relay whilst the main server is maxed. It's only at the weekends, when there is mainly Dutch programming daytime.
Listeners in the UK often sneak off out after tea at weekends ( to the pub etc) so won't be on-line listening to RNI.
I think this should be discouraged (except where RNI is being played) !!!
