Neil has done nothing more that have his moment of fun on this and other boards, there are many who believed in him, but many more who did/do not.
There is no place in this world for a ship-borne station - aside from the potential dangers and legal issues, it would be a totally inefficient and hugely expensive thing to operate - Fuel oil alone would run into 000's a month.
Personally I do not buy the concept that for a radio station to be "free" it has to operate outside the terriotory it wishes to target. I'm no digital fan (DAB particularly), but there are plenty of ways a station can be free even if it actually has licences.
Licences for example that pay performers for the use of their work rather than stealing.
It is not going to happen, it never was going to happen and most importantly it is not necessary!
