Hi,
It might be best to go back to basics and train/exercise her within your garden area for a while to improve basic obedience,and her trustin you, that is sit/stay and recall on the lead at first and then off. My experience of working with Border Collies, is that they are so intelligent they need gentle but firm handling to know who is in charge!
You may not know much of her history but she has perhaps had insufficient training and in a vacuum has decided she is in charge! I would introduce clicker training to encourage the behaviour you are wanting... her to focus on you instead of outside stimuli. There are some very good books by Karen Prior on how to use clicker training.
The other approach you could use is Tellington Touch groundwork or obedience/agility which will help harness her intelligence/exercie her in a positve way. Let us know how it goes. Doreen www.haveahappyhound.co.uk
