Hi Louise
For toilet training I would do away with paper because your end aim is to get her to go outside.
Dogs go to the toilet after feeding, sleeping and playing in the main. Start taking her out and being with her, but not interacting with her, and when she goes reward her by telling her how good she is and giving her a treat. Ignore everything she does indoors so she learns the positive association with going outdoors and no rewards for going indoors. I also found starting a poo pile outdoors really helpful as the smells lingers around and they add to it!
Does she go when out walking?
