Can I suggest that you beat yourself - or whoever left access to the bin possible, check the pups are not ill from ingesting rubbish, and reward them roundly for pointing out the laxness in your housekeeping
!
On a serious note; they do find their way into ANYTHING don't they? Jo will have something to say about this after a recent experience with her spaniel.
