Interesting comments, Martin - I suspect that for many years Captains had a degree of leeway on 'embellishments'.
I recall reading somewhere that, in the days of ship's boats, the Captain could choose the colour the motor launches were to be painted - the exception being green, which was reserved for the Admiral's Barge.
