I've been thinking about this too!
One of the most important details with any ship plans and elevations is the thickness of the lines whatever the scale of that particular draughting. To make a drawing adaptable to (how many?) other scales would be nigh on impossible...in some cases the lines would become too thick and in others would virtually disappear.
I've managed to collect hundreds of 1/1200 model making plans over the years with the likes of Seaforth Press books just providing the finer details where necessary. I wouldn't dream of attempting to build from their drawings though.
