On my car I used Bill Hirsch Miracle paint on the rust and Chassis Black on clean metal. Chassis Black can go on light rust and paint, just be sure it is cleaned. Miracle paint works on heavy rust, after you knock off all the loose scale. It is NOT UV protected so you need to follow up with paint. I've used rustolium over it no problem. If you don't have heavy rust you don't really need the POR 15 stuff, just get some rust converter and shoot primer.
