Yes, it looks like the soda leaves a thin residue that may prevent acid based primer to not adhere properly. I have read that a vinegar based wash of the blasted areas will neutralize the soda. We all know that baking soda can neutralize battery acid, so it makes sense that the vinegar (weak acid) will neutralize the soda if applied liberally and then rinsed.
As for me, I will probably go with more standard blasting material such as silica, or bead blasting.
