That's the tricky thing about air/fire, but you have to think on larger scale, not just lighting a tiny flame in the wind. Think of wildfires. If there's even the slightest breeze, they grow to unstoppable monsters; the harder the wind blows, the more they spread and grow (depending on fuel sources of course, but work with me here). That's where the weakness here factors in. Regardless of case-by-case reality, with an element that is weaker to another element, you cannot hope to do any Elemental damage unless you have a super, and of course, it's lessened even then. Even against a Fire I horse, if you were Air III, it still cannot happen because of the 'hierarchy' of elements. You are still just as weak to them as if they were Fire III, but they obviously won't have as many elemental tools at their disposal to hurt you with.
It is also acceptable to penalize between attacks by adding it into the timing section for the attack/defense right after it.
