Megs asked me and I couldn't remember - I said to go off the assumption it was snowing that there was some stable and some unstable ground.
Judge, I think for the sake of confusion, it's best to just judge as though the footing were appropriate for each attack made, to avoid penalizing someone because we were confused about the weather conditions.
